RULES OF THE LEAGUE


Sligo Leitrim Youth Schoolboys Girls League Competition Rules Season 2018/19

  1. All clubs must complete the relevant entry form and pay the appropriate fees in order to be entered into the SLYSGL competitions. All such forms and fees must be returned by the specified date to the league administrator.

  2. Competitions will be organised by the Committee and individual trophies or medals will be awarded to the winners and runners-up in all Competitions.

  3. All perpetual trophies are the property of the Committee and are to be returned to the Committee no later than March 1st each year, failure to do so will render those affiliated clubs in possession of such Trophies liable to a fine.

  4. Fixtures under the jurisdiction of the League will be published in advance through the newspapers and Website.

  5. Clubs will be responsible for any payment for facilities for any games fixed by the committee on neutral grounds at rates agreed at fixtures meeting.

  6. No player can play for more than one affiliated club team in the same season without being properly transferred by means of the official transfer form and re-registered to the new team.

  7. No player can be transferred to any other team after the 15th October of the current season. No Player can be transferred to any other team within the same club playing in the same competition after 15th December of the current season.

  8. No player may transfer more than once in any one season.

  9. All transferred players must be re-registered to their new team at least two (2) days before playing in any competition run by the Committee.

  10. Where transfer and registration forms are forwarded through the postal system the date stamp on the envelope shall determine the effective date for rules 5, 6 & 7 above.

  11. To be eligible to play in any underage competition a player must not have reached that age before 1st January in the year of conclusion of the season.

  12. No player who is under 9 years of age on 1st January in the year of completion of each season will be allowed to play in the under 11 League. Any club which plays a player who falls into the above category will be fined and may forfeit a result or points.

  13. Requests for pitch inspections must be requested through the appointed official of the local branch of the Irish Soccer Referees Society before 1pm on the day immediately before a game when inspections may be required. The Administrator of the League must also be informed that a pitch inspection has been requested at the same time as the official of the Referees Society. Where a pitch is deemed unplayable the game must revert to the opponents’ pitch immediately if available and the League Administrator must be informed.

  14. Any club failing to comply with the above set procedure for pitch inspections or attempting to call off a game or making any alterations including match time, venue, date set by the League administrator without following the correct procedure will be fined €200.

  15. All teams must be properly attired i.e. with a complete set of jerseys, shorts and socks, shin guards and regulation footwear. Jerseys must be numbered 1 to 18.

  16. Each home team must provide four regulation footballs in good condition and properly inflated for each game.

    •   U11 - ball weight 320g.

    •   U12 - ball weight 370g.

    •   U13 - ball weight 370g.

    •   U14 - ball weight 370g.

    •   U15 - ball weight 450g.

    •   U16 - ball weight 450g.

    •   U17/18 - ball weight 450g

  1. All clubs must ensure that two mentors and a separate linesman, over 16 years of age, must accompany each team and if there are girls playing or in the event of girls team then one coach or assistant must be a female accompanying the team. In the event of a referee deciding that a game will not proceed because the above is not complied with clubs may be fined and forfeit the game.

  2. All games must take place at the appointed time, in order to ensure this all teams should be at the ground at least 10 minutes before kick-off.

    Duration of games shall be.

    •   U11 - 25 minutes each way

    •   U12 - 30 minutes each way.

    •   U13 - 30 minutes each way.

    •   U14 - 35 minutes each way.

    •   U15 - 35 minutes each way.

    •   U16 - 40 minutes each Way.

    •   U17 - 40 minutes each way.

    •   U18– 45 minutes each way.

    •   Extra time and penalties may be utilised where necessary in knock out type competitions.

  3. In all League type competitions, with the exception of U11, three (3) points are awarded for a win, one (1) point for a draw and zero (0) points for a defeat.

    The u11 league 7 a-side. Non-Competitive.

    •   No tables or results to be published on any social media platform, website or newspaper.

    •   Goal Size, 1.88m x 5m

    •   Retreat line to be used.

    •   Cones to mark retreat line,

    •   No attacking player allowed into this area until defender has received the ball from goalkeeper.

    •   Goalkeeper not allowed to kick ball from hands.

    •   No offside.

    •   Penalty spot 8 meters from goal line.

    •   Ball weight 320g.

    •   Roll on Roll Off subs. 

      The u12 league 9 a-side.

    •   Clubs use 7 a side goals, 1.88m x 5m (same as U11s use).

    •   Pitch size will be from edge of 18yard line to 18yard line or from 6yrd box to 6yrd box depending on pitch

      size.

    •   Offside rule applies.

    •   Penalty spot 8 meters from goal line.

    •   Ball weight 370g

    •   Roll on Roll Off subs. 

Denying a goal or an obvious goal-scoring opportunity: Where a player commits an offence against an

opponent within their own penalty area which denies an opponent an obvious goal-scoring opportunity and

the referee awards a penalty kick, the offending player is substituted unless: The offence is one which is

punishable by a red card wherever it occurs on the field of play (e.g. serious foul play, violent conduct etc.)

In the above circumstance the player is sent off.

the referee awards a penalty kick, the offending player is substituted unless: The offence is one which is

punishable by a red card wherever it occurs on the field of play (e.g. serious foul play, violent conduct etc.)

In the above circumstance the player is sent off.

  1. The referee’s match card must be filled in and signed by the responsible official of each team prior to kick off of all games. Both the Christian name and surname of all players and substitutes must be entered in block capitals on the card which shall be handed to the referee before kick-off.

  2. In the event of a team withdrawing or being removed from the League the results of all their games in the current season, including any knock out type games, played will be declared null and void. Walkovers will be awarded against such teams in any scheduled unplayed games in knock out type competitions.

  3. Clubs which withdraw teams from the League after having their entry accepted by the Committee will incur a fine of a minimum of €100.

  4. Substitutes:

    •   Seven (7) substitutes from a maximum of seven (7) named on the match card may be used in all

      U11/U12/U13/U14/U15/U16/u17/u18/ matches run by the Committee.

    •   Roll on roll of substitutes may be used in all matches run by the Committee, referee must be informed.

    •   In all league games run by the committee a substituted player may re-enter the field of play. All such changes should be made during a break in play and with the referee’s permission.

    •   All competitions run by outside bodies FAI, SFAI, WFA etc., are subject to the relevant rules of those competitions in all regards including substitutions.

  5. Club with one player  engaged in an International match for an official Republic of Ireland team may apply for a postponement of an arranged League Fixture. Application for permission to postpone such arranged League Fixture must be made to the League Administrator within three days after the selection for the representative team and notification of the application for a postponement must also be sent to the opposing club within the same time. All applications will be dealt with on a case by case basis. No postponement will be granted for Representative Trials or training. Any such request for postponement may only be made for Fixtures in the age group (or the age above) in which the International match will be played.

  6. In all league competitions the league will decide the format of league and circulate this to clubs at start of each season.

  7. The Committee shall have the power to deal with any breach of these, and any matter not covered by, these competition rules, as they consider necessary for the smooth running of the competitions and to determine whatever sanctions or fines and their amount as the Committee see fit are to be imposed.
